President Barack Obama on Tuesday called for the closure of the detention center at Guantanamo Bay and transfer of detainees to U.S. facilities after delivering Congress his plan to achieve that long-time goal.
The blueprint comes seven years after Obama vowed to permanently shutter the prison that houses enemy combatants and has drawn criticism from human rights organizations and others, who cite reports that detainees have been tortured and otherwise mistreated.
Obama’s plan already faces objections from Republicans, who have placed legal obstacles to transferring Guantanamo detainees to U.S. prisons.
